Biosecurity measures at airports and on Avianca flights

Mandatory requirements in Ecuador

If you fly to Ecuador:

• As of April 8, 2021, passengers who have made transit or stopover in Brazil, must make forty of 10 days, regardless of the result of the COVID-19 test.
• As of March 22nd, 2021, all passengers over 2 years of age must present a negative result of an RT-PCR or antigen test performed up to three (3) days prior to their arrival in the country. They may also present the vaccination card against COVID-19 or its equivalent, with the complete scheme. This measure does not apply to passengers in transit.
• Passengers who have been diagnosed with COVID-19 and have a positive RT-PCR test more than one month from the date of onset of symptoms and who continue to test positive in an RT-PCR test, may enter the country as long as there are no symptoms. In addition, these passengers must present a medical certificate issued in the country of origin attesting to their health status.
• Travelers are subject to an antigen test upon arrival and if they have symptoms or test positive, they will be placed in quarantine.
• Passengers must also fill out and sign, prior to disembarkation, the "Passenger Health Affidavit" and present it to Ministry of Health personnel upon arrival.

If you fly to the Galapagos Islands:

• All passengers who wish to enter the islands must have the following documents ID or passport, TCT (Transit Control Card) and PCR test for COVID-19.
• In addition, they must present a negative result of a COVID-19 RT-PCR test taken no more than 4 days prior to arrival in the islands. This can be the same test that was used to enter Ecuador, assuming it was performed within 4 days prior to arrival in Galapagos. With this negative result, no quarantine is required.
  
• National and foreign tourists traveling to the islands must have a safe-conduct issued by the tour operator or the Galapagos tourist accommodation establishment. Find out more here.

Mandatory requirements in Spain

If you fly to or from Madrid or Barcelona:

• As of June 7, fully vaccinated travelers (with proof of vaccination with vaccines approved by the European Medicines Agency by the World Health Organization (WHO) will be allowed to enter Spain. The process must be done at least 14 days prior to arrival and the certificate must be presented in printed or digital format and its authenticity will be verified by the Health Department upon arrival.
  • Important: This requirement does not apply to fully vaccinated passengers arriving from Brazil.
• All vaccinated and unvaccinated passengers arriving from India, with or without intermediate stopovers, must maintain a mandatory 10-day quarantine at their place of residence or accommodation. 
• All vaccinated or unvaccinated passengers arriving in Spain from a high-risk area (non-European Union/European Economic Area countries) must present a medical certificate with a negative COVID-19 test result.
• Travelers arriving in Spain from Colombia, Peru and eight South African countries will be subject to mandatory quarantine for 10 days; for the entire stay if it is less than 10 days; or for 7 days if they have a negative PCR or antigen test at the end of that period. • Passengers who are part of the group of persons allowed entry and who traveled with final destination Spain, must have a negative result of a RT-PCR, RT-LAMP or TMA test for COVID-19, performed within forty-eight hours (48 hours) prior to arrival and must be in English, French, German, Spanish or accompanied by a certified translation into Spanish. This measure does not apply to children under 6 years of age.
  • The test result must be the original and may be submitted in paper or electronic format. It must also contain the following information: name of the traveler, passport or identity card number, date of the test, identification and contact details of the center that performed the analysis, technique used and negative test result.

• Passengers must also complete the "FCS Health Control Form" and present the QR code generated upon arrival.
• Please note that until June 30th, 2021, only travelers are allowed to enter:
  • Nationals or residents of Spain or any Member State of the European Union.
  • Passengers with a long-stay visa issued by a Schengen Member State returning through Spain to their country of residence.
  • Passengers with a diplomatic passport traveling on duty.
  • Direct family members of a national of an EU Member State travelling together or travelling to meet the national of an EU Member State.
  • Passengers who are unmarried couples of Spanish nationals. They must have a confirmation of their relationship issued by a Spanish consulate.
  • Students with proof of enrolment in a course in Andorra, Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, San Marino, Slovakia, Slovenia, Spain, Sweden, Vatican City or Switzerland. They must have a medical insurance and be traveling to the country where they study, at the most 15 days before the beginning of the course.
• Flights from Brazil and South Africa are suspended until June 8th, 2021.
• Passengers arriving from Botswana, Brazil, Colombia, Comoros, Ghana, Kenya, Mozambique, Peru, South Africa, Tanzania, Zambia or Zimbabwe, must undergo quarantine.
• As of May 1, Spanish passengers and residents traveling from Colombia may enter the country if they meet the following conditions
  • Spaniards with passport or safe-conduct.
  • Foreign spouse of the Spanish citizen, accompanying or joining him/her. This condition must be accredited in the Family Book, certificate of marriage in the Spanish Civil Registry or Colombian marriage certificate apostilled.
  • Domestic partner of the Spanish traveler, accompanying or joining him/her. This condition must be accredited by means of a certificate from a Spanish or Colombian public registry, the latter must be apostilled.
  • Descendants under 21 years of age of the Spanish citizen, spouse or common-law partner, who travel with the Spanish citizen or who will join him/her. The relationship must be accredited in the Family Book, birth certificate in the Spanish Civil Registry or Colombian birth certificate apostilled.
  • Foreign citizens residing in Spain or Andorra, with a valid residence card.
  • Citizens of other countries, traveling in transit to their final destination, provided they have a confirmed connecting flight, do not remain at Barajas Airport for more than 24 hours and the stopover does not imply a change of terminal that implies entry into national territory. In case their destination is a country of the Schengen zone, they must prove, with an official document of the country of destination, authorization of entry to it.
  • Ascendants or descendants over 21 years of age of a Spanish citizen, who live in charge of him/her.
  • Travelers who demonstrate force majeure, necessity or humanitarian reasons. These travelers must first consult the validity of their trip at cog.bogota.vis@maec.es. For more information.
  • To consult any case that is not within the conditions must be sent all scanned documents to the general border police station who will indicate whether or not they can enter. The request must be sent to the e-mail cged.0050@policia.es.
• All vaccinated and unvaccinated persons traveling to Spain from abroad must complete a Health Control Form and submit it in digital format only.

Mandatory requirements in the United Kingdom

If you fly to London:

• Passengers who have been to or transited in the last 10 days through Angola, Argentina, Bolivia, Botswana, Brazil, Burundi, Cape Verde, Chile, Colombia, Congo (Dem. Rep.), Ecuador, Eswatini, French Guiana, Guyana, Lesotho, Malawi, Mauritius, Mozambique, Namibia, Panama, Paraguay, Peru, Portugal, Rwanda, Seychelles, South Africa, Suriname, Tanzania, United Arab Emirates, Uruguay, Venezuela, Zambia or Zimbabwe, must have a quarantine package for 11 nights. • Travelers entering or transiting England are required to present a negative result of an Antigen, LAMP, Nucleic Acid or PCR test for COVID-19 performed no more than 72 hours prior to arrival in the country (does not apply to children under 11 years of age). Failure to submit the test may result in a fine of £500. In addition, your test result must be in English, French or Spanish and include the following information:
  • Passenger's name, which must match the name on the travel documents
  • Date of birth or age.
  • Test result.
  • Date the test provider took or received the sample
  • Name of the test provider and their contact information.
  • Name of the test device.
• Travelers are subject to a COVID-19 test on the 2nd and 8th day after arrival. They must have a confirmation of payment from the English government website.
• Due to legal requirements and free of charge, before travelling to the United Kingdom, you must complete the passenger locator form, which must include the booking reference number for the 2 COVID-19 tests, or the quarantine hotel booking reference number. The generated QR code must be presented to immigration, in order to be contacted in case you have any symptoms associated with COVID-19. Failure to complete this form may result in penalties. For more information click here.
• Passengers may be placed in pre-trial isolation for 10 days after arrival. Check the list of countries that are exempt from this measure frequently.
• The use of face shields is required throughout your visit to that country.

• Flights from Ethiopia, Oman, Qatar and the United Arab Emirates are suspended.

Mandatory requirements in Argentina

If you travel to Buenos Aires:

• Until June 11, 2021, flights from Brazil, Chile, India, Mexico and the United Kingdom will be suspended. Only nationals and residents of Argentina, passengers with visas issued by Argentina; spouses, common-law couples, parents, sisters, brothers or children of Argentine nationals and foreigners declared in transit to other countries with a stay at the international airport of less than 24 hours, will be allowed to enter. • Within 48 hours and up to 1 hour before the flight, all passengers must complete an "Electronic Affidavit" for entry into the national territory provided by the Argentine Government before traveling. In addition, they must attach the negative result of a PCR test for COVID-19 taken at least 72 hours in advance and a health care insurance that includes COVID-19 health benefits. The insurance does not apply to nationals and residents of Argentina.
• Travelers arriving with a valid negative COVID-19 test result should be quarantined for 7 days. Travelers arriving without a test result should be quarantined for 10 days.
• Passengers must also download the "CuidAR" application to their personal device. It may be required at any time during the trip.
• The above measures do not apply to children under 6 years old.
• The identification cards of nationals and residents of Argentina that expired on March 17, 2020, are considered valid until June 22, 2021.

Mandatory requirements in Bolivia

If you travel to La Paz or Santa Cruz de la Sierra:

• All passengers over 5 years of age must present a medical certificate with a negative RT-PCR test result for COVID-19 issued no later than 72 hours prior to the flight.
• Travelers must comply with a 10-day isolation upon arrival and on the seventh day an RT-PCR test must be performed, which must be covered by the passenger.
• In addition, a fully completed "Public Health Passenger Location Form" must be submitted upon arrival. Otherwise your admission will be denied.
• Non-resident foreign passengers must have health insurance with COVID-19 coverage to cover the costs of their treatment.

Mandatory requirements in Brazil

If you travel to São Paulo or Rio de Janeiro:

• All passengers who wish to enter the country (including those Brazilians who have left the country and eventually return to Brazil), must present a printed or digital document that proves the performance of the laboratory test (RT-PCR), for tracing COVID-19 infection, with negative non-reagent result, performed 72 hours before the flight departure and with the following conditions:
  • Must be presented in Portuguese, Spanish or English.
    
  • Must be performed in a laboratory recognized by the health authority of the country of departure.
  • In the case of a flight with connections or stopovers where the traveler remains in a restricted area of the airport, the period of 72 hours will be considered in relation to the boarding of the first leg of the trip.
  • A traveler who migrates more than 72 hours from the test must perform a new RT-PCR test with a negative or non-reactive result for COVID-19.
  • Children under 12 years of age traveling with a companion are exempt from submitting a test result provided that all companions submit documentation that the laboratory test was performed as a result of a negative or non-reactive RT-PCR test within 72 hours of the flight.
  • Children 2 years of age or older and under 12 years of age traveling alone must submit a negative or non-reactive RT-PCR laboratory test result for COVID-19 with 72 hours prior to travel.
  • Children under 2 years of age are exempt from testing.
• In addition, a complete Traveler's Health Declaration (THD) must be presented (printed or digital) accepting the health measures that must be complied with during the period of stay in the country.
• All travelers must comply with a mandatory 10-day quarantine, without the possibility of being exempted.
• Passengers who in the last 14 days have been to or transited through India, South Africa or the United Kingdom may not enter or transit through Brazil. This does not apply to Brazilian nationals, their spouses, partners, children, parents or guardians, who must undergo quarantine for 14 days.

Mandatory requirements in Chile

If you travel to Santiago de Chile:

• Until June 15th, 2021, no passengers are allowed to enter the country; the only exceptions are Chilean nationals and residents, children of nationals and residents who can prove their relationship, and passengers with diplomatic or official visas or passports. The entry of non-resident foreigners is prohibited, except for those duly authorized under sanitary criteria. In addition, travel abroad is restricted for 30 days for both Chilean citizens and resident foreigners. Travel will only be allowed through an Extraordinary Authorization Form from the Virtual Police Station of Chile.
• All passengers must present a negative COVID-19 PCR test result prior to boarding their flight. The result must have been taken no later than 72 hours prior to the flight and must have been performed in a laboratory recognized by the local health authority in the country of origin. This measure does not apply to children under 2 years of age.
• Passengers must also undergo a mandatory 10-day quarantine regardless of their nationality, whether they are Chilean or residents. The first 5 days of quarantine will be in a transit hotel for travelers and during those 5 days a PCR test will be taken, if the test is negative the quarantine can be completed at home and if it is positive it will be transferred to a free sanitary residence.
• Passengers must also fill out the "Affidavit for Travelers" up to 48 hours before their flight. This form will be considered as necessary documentation for entry into the country and will be reviewed by the health authority.
• Tourists over 18 years of age who are outside Chile and need to return to the country must obtain an "Individual Temporary Permit or Permit to Return to Habitual Residence" before boarding the flight, if the region they are in is currently in phase 2 or less. They must also complete the "Agricultural and Livestock Service Affidavit" and indicate if they are traveling with animal and/or plant products or by-products.
• You must have current travel medical insurance to cover any expenses that may be incurred for emergency medical care or hospital care by COVID-19 during your entire stay in the country. The minimum amount of coverage for health benefits must be USD 30,000. The certificate of this insurance must be presented as an attachment to the affidavit and the PCR test result.
• All passengers, regardless of their nationality, place of origin or region of destination in Chile, must undergo a period of traveler's follow-up during the 14 days following their entry. Such persons must report symptoms and their location in a health status survey that they will receive daily by e-mail from the health authority. Failure to do so may result in penalties under article 318 of the Penal Code.

Mandatory requirements in Paraguay

If you travel to Asuncion:

• All passengers over 10 years old of age who wish to enter the country must present a negative result of a test for COVID-19 performed no more than 72 hours before their flight. The accepted tests are: LAMP, Nucleic Acid Amplification Test (NAAT) and RT-PCR No antigen or antibody tests are accepted. The above does not apply to passengers with a positive medical certificate for COVID-19 issued at least 14 days and no more than 90 days prior to arrival.
• Non-resident foreign citizens must present international health insurance with coverage of treatment costs for COVID-19. It does not apply to nationals or residents of Mercosur or associated countries or to foreign children up to 18 years old, of a father or mother with Paraguayan nationality.
• In addition, passengers must complete the "Traveler's Health Information" at least 24 hours before their flight and present the QR code generated upon arrival.
• The entry into the national territory of persons coming from, staying in or transiting through the United Kingdom and the Republic of South Africa in the last 14 days is temporarily suspended. Panamanians and residents with this situation must perform a PCR or antigen test upon arrival in the country. Regardless of the result, they will be quarantined for the time determined by the health authorities.

Mandatory requirements in Uruguay

If you travel to Montevideo:

• The entry of passengers into the country is suspended as a measure to reduce mobility and prevent the spread of COVID-19. This measure does not apply to Uruguayan citizens and foreign residents.
• All passengers over 6 years old must have a negative result of a PCR-RT COVID-19 test, taken no more than 72 hours before the flight.
• In addition, nationals or foreigners must complete the "Affidavit of Health" form. Otherwise your admission will be denied.
• Passengers must have health coverage in Uruguay and must comply with an obligatory social isolation for 7 days. A new test must be performed on the seventh day of stay in national territory or the obligatory social isolation must be extended for seven more days.
• Passengers must have medical insurance and will be subject to medical examinations upon arrival.
• A completed "Border Form" must be submitted upon arrival.
• Passengers are subject to quarantine.

Mandatory requirements in Aruba

If you travel to Oranjestad:

• As of May 5th, 2021, the entry of travelers from Brazil, South Africa or Venezuela, or residing in one of these countries, is prohibited.
• Passengers must also have a negative PCR test result for COVID-19 (RT-PCR, PCR, NAAT, AMP PRB, LAMP or TMA) in English, Dutch or Spanish, issued no later than 72 hours prior to flight. Travelers may also present a positive COVID-19 molecular test result issued at least 2 weeks prior to arrival on the island. The passenger must have tested positive at least 2 weeks and at most 12 weeks prior to arrival.
• All passengers who wish to enter the island must carry out their ED Card process under the following conditions:
  • The form must be filled out completely between 72 and 4 hours prior to travel.
  • A negative PCR test for COVID-19 taken within 72 hours prior to travel must be included
  • During the registration of the ED Card, an insurance payment of USD 30 for adults and USD 10 for children under 14 years old will be requested.
  • Remember to have your yellow fever vaccination card. If you don't have it, you will have to get it 10 days before traveling. It must be in the yellow cardboard, in the white one it will not be valid.
  • Upon completion of the process, you will receive a travel approval email. This confirmation must be submitted digitally or in printed form at the time of check-in and/or boarding.
• Before traveling, travelers must download the Aruba Health mobile application.

Mandatory requirements in Curaçao

If you are traveling to Willemstad:

• Passengers traveling from low risk countries (Anguilla, Antigua and Barbuda, Bermuda, British Virgin Islands, Cayman islands, Dominica, Grenada, Montserrat, Saba, Saint Barthelemy, Saint Kitts and Nevis, Saint Lucia, Saint Martin, Sint Maarten, St. Eustatius, St. Vincent and Grenadines, Turks and Caicos) must follow these steps on the official website.
  • Complete the boarding pass (ED card) and location card (PLC) 48 hours before the flight.
  • Carry a printed copy of both documents.
• Passengers traveling from high-risk countries, i.e. any other than those mentioned in the previous point, can only enter without PCR test if they do not stay. If they want to stay on the island, they must follow the steps of the first point and the following in addition to it
  • Have a negative PCR test result within 72 hours prior to travel. Children under 7 years of age do not have to comply with this requirement.
  • Register the result on the official website and take it printed for admission.
  • If the test expires, the passenger must take a new test.
  • The PLC or public health passanger and immigration card must be completed on the official website, maximum 48 hours before the trip. A hard copy must be presented at immigration, the ED Card will be received via email.
  • As of April 20, passengers must take a PCR test on the third day at any of the authorized laboratories. Appointments must be requested on the official website.
• As of January 15th, 2021, any person with Venezuelan nationality who wishes to travel to the island, must apply for a visa to enter. If the passenger has any of the following documents, the visa will not be required: residence permit for one of the countries of the Dutch Kingdom, Shengen visa, residence permit for one of the countries in the Schengen state or permanent residence permit from the United States, Canada or the United Kingdom and Ireland.
• All passengers wishing to enter the country must present a printed digital immigration card and a public health locator card completed here no later than 48 hours prior to departure.
• In addition, they must have a printed medical certificate with a negative PCR (pharyngeal or pharyngeal swabbing) test result for COVID-19. The test must be completed no more than 72 hours prior to departure from the first point of embarkation. It does not apply to children under 7 years of age or passengers who arrive and have been in the last 14 days in Anguilla, Antigua and Barbuda, Aruba, Bermuda, Bonaire, St. Eustatius and Saba, Cayman Islands, Dominica, French Antilles (St. Barthélemy and St. Martin only), Grenada, Montserrat, St. Kitts and Nevis, St. Lucia, St. Martin, St. Vincent and the Grenadines, Turks and Caicos Islands or Virgin Islands. (British).
• Passengers are subject to a medical examination upon arrival.
• They may be subject to PCR testing for COVID-19 upon arrival.
• They must have health insurance that covers any expenses for COVID-19; and are subject to a medical examination upon arrival. Does not apply to residents of Curaçao.

Mandatory requirements in the Dominican Republic

If you are traveling to Santo Domingo or Punta Cana:

• Effective June 7, 2021, passengers arriving from Brazil, South Africa or the United Kingdom must have a negative COVID-19 antigen or PCR test taken no later than 72 hours prior to arrival.
• As of April 1st, 2021, all travelers entering or leaving the country must complete an electronic ticket prior to their trip and present the QR code generated upon arrival. Passengers who do not comply with this requirement will not be allowed to travel. As of May 1, 2021, this requirement is mandatory and no other methods such as paper forms will be accepted.
• Passengers are subject to a medical examination upon arrival.
• Travelers who have been in the United Kingdom within the last 14 days must present a negative PCR test for COVID-19 issued no later than 72 hours prior to arrival. If they do not have a PCR test, they must perform one upon arrival and isolate themselves for 7 days.
